Revelation 17:12

12Andκαὶtheτὰtenδέκαhornsκέραταwhichἃyou sawεἶδεςtenδέκαkingsβασιλεῖςareεἰσιν,whoοἵτινεςa kingdomβασιλείανnot yetοὔπωhave receivedἔλαβον,butἀλλὰauthorityἐξουσίανasὡςkingsβασιλεῖςoneμίανhourὥρανreceiveλαμβάνουσινalong withμετὰtheτοῦbeastθηρίου.

And the ten horns that you saw are ten kings who did not yet receive a kingdom, but receive authority as kings one hour with the beast.
